McNamara Phelan McSteen, LLC is made up of six attorneys with a diverse background of legal knowledge and personal experience. The firm has at its disposal a combined 150 years of legal experience, spanning practically every field of law. Our members include a current director and a past president of the Will County Bar Association, past delegate to the American Bar Association, former prosecutors, public defenders, government lawyers and public interest attorneys. The firm includes former college athletes, businessmen and construction workers, and current members of boards of directors as wide-ranging as the Cathedral of St. Raymond and the Will-Grundy Medical Society.

Our Worker's Compensation, Social Security and Personal Injury attorneys are responsible for obtaining millions of dollars in settlements, awards and verdicts for our clients over the years, and are firmly committed to obtaining proper compensation for individuals injured or disabled, while on the job or due to the fault of others.

Our family practice group has decades of experience in representing those involved in divorce, custody or post-decree matters, and our senior attorneys also provide mediation services in family cases.

We provide determined representation for individuals in criminal defense cases, including defendants charged with DUI, traffic, misdemeanor and felony offenses. Our attorneys are also experienced in representing those facing administrative hearings before agencies such as the Equal Employment Opportunity Commission, the Illinois Department of Human Rights, Illinois Department of Employment Security, the Illinois Secretary of State, the Department of Children and Family Services, and the Department of Labor.

Born in Joliet, IL. Admitted to Illinois bar, 1973. U.S. Court of Appeals 7th Circuit. Preparatory education: Lewis University and St. Joseph's College (B.A., 1969). Legal education: DePaul University (J.D., 1973). Fraternity: Delta Epsilon Sigma. Recipient, Outstanding Senior Academic Award. Member: Will County Bar Association (President, 1985-1986; Director 1978-1984); Illinois State Bar Association (Assemblyman, 1992-1998); Will County Matrimonial Law Committee.

Bill is a member of the Plainfield Lions Club, director and former president of the Boys and Girls Club and former president of the Joliet Catholic High School Alumni Association. He is married and has four children. Bill is a lifelong White Sox fan.

Thomas P. Polacek

Born in Syracuse, N.Y. Admitted to Missouri bar, 1992, Illinois bar 1993, U.S. District Court, Northern District, 1994, and Central District, 1999."

Preparatory education: Washington University (B.A., 1988). Legal education: Washington University (J.D., 1992). Former Assistant Attorney General, State of Missouri. Member of Will County and Illinois State Bar Associations. Will County Bar Employment Law Committee (Chairman, 1997). Arbitrator, Will County Arbitration Center.

Tom is a former collegiate football player married to a former collegiate volleyball player. He maintains a strong interest in all sports and counts riding his bicycle, reading fiction, and listening to music as his leisure activities. Tom has litigation experience before trial and appellate courts in Missouri and Illinois, including arguments before the Illinois Supreme Court, as well as trial experience in the U.S. Federal Court, Illinois Central and Northern Districts.

John S. Rossi

Admitted to Illinois bar, 1991. Preparatory education: Loyola University of Chicago (B.S. 1986). Legal education: University of Illinois College of Law, Champaign, Illinois, (J.D., 1991). Activities: Co-Editor and contributing writer for the law school student newspaper, the Caveat; Student Bar Association Committee Member. Former Assistant State's Attorney, Will County, Illinois. Former Assistant States Attorney, Peoria County, Illinois. Member: Illinois State Bar Association and Will County Bar Association. Arbitrator, Will County Arbitration Center.

John is a former felony and DUI prosecutor in the counties of Will and Peoria, Illinois. He is originally from the south suburbs of Chicago. He is an avid sports fan and also enjoys reading and films. John is available for representation in Family Law, Corporate Litigation and Estate Planning.

Ron S. Fladhammer

Born in Crookston, MN. Admitted to Illinois bar, 1992, U.S. District Court, 1994. Preparatory education: Moorhead State University, Moorhead Minnesota (B.S., 1986). Legal education: Northern Illinois University College of Law, DeKalb, Illinois (J.D. 1992). Member of Will County and Illinois Bar associations, and the Illinois Worker's Compensation Lawyers Association. Arbitrator, Will County Arbitration Center.

Ron now serves on the Board of Directors for the Will-Grundy Medical Clinic, an organization which provides free medical care for indigent individuals without health insurance. Born and raised in the frozen tundra of Northern Minnesota, Ron decided to "move South" to Illinois in 1989 and now lives in Joliet, IL.

Brian C. Cichon

Born in Chicago, IL. Admitted to Illinois bar, 1995. United States District Court, Northern District of Illinois, 1995. Preparatory education: Loras College, Dubuque, IA (B.A., 1992). Legal education: IIT, Chicago-Kent College of Law (J.D., 1995). Former Will County Assistant State's Attorney. Member: Illinois State Bar Association, Will County Bar Association, Illinois Worker's Compensation Lawyer's Association.

Brian, a former captain of his college soccer team, grew up in the northwest suburbs of Chicago and now resides in Minooka with his wife, Jennifer, a school social worker for Joliet School District 86. In his spare time he enjoys playing guitar, listening to music, reading, riding his bike and attempting to reduce his golf handicap to single digits.

Ray McSteen

Admitted to the Illinois bar, 1996. Graduated Joliet Catholic High 1983, Marquette University 1987 (BS business administration), Commissioned Ensign, United States Navy 1987, served 8 years as Surface Warfare Officer, Graduated John Marshall Law School 1995, Third generation lawyer in private practice since 1996, Member Will County Illinois State and American Bar Association, Association of Trial Lawers. Former co-chair of Will County Family Law Committee.

Ray is a lifelong resident of Will County. Married to wife Wendy with two daughters and resides in Channahon, Il. Practice limited to Family Law and mediation.

Patrick J. McNamara

Born in Chicago, IL. Admitted to Illinois bar, 1970. Preparatory education: DePaul University (Ph.B. 1968) Legal education: DePaul University (J.D., 1970). Former Will County Assistant State's Attorney. Former Will County Assistant Public Defender. Teacher: Criminal Law, Joliet Junior College. Member: Will County Bar Association (President, 1990-1991); Workers' Compensation Lawyers Association.

Harry McSteen

Born in Chicago, Illinois: Admitted to Illinois bar in 1965: Fenwick High School, University of Notre Dame (BBA 1958), United States Navy 1958-1961, Loyola University JD 1965, Past President Will County Bar Association, Co-Founder Will County Legal Aid Program, Former Chairman Will County Family Law Committee, Member Illinois state Bar Association, Association of Trial Lawyers of America, American Bar Association, Certified as Child Representative (Ill.) and matrimonial mediator. Practice Limited to Matrimonial law and mediation since 1986.

Harry has been active in the Easter Seal Society and has been a board member and President of Will County Easter Seal Society and board member and Treasurer of Illinois Easter Seal Society. When he is not at work, you’re likely to find him on a sailboat. He is married with six children, one of whom is a principal in this firm.
